Hello. How can I convert GPX or other waypoint formats to LDK format? I tried importing various formats into OfflineMaps Android app and none were recognized, only LDK files come up with error message.

You need the "GPX File support" (main menu -> Get more features) to import GPX files and other types of files.
GPX Export is included by default.

I see it's paid feature. I think KML/KMZ support is more useful. Can I use it on both phones I own?

Yes if they have the same Google account.
