Google Maps more permissions than Offline Maps

I tried to give Offline Maps as many permissions as Google Maps, but there was no way,

Is this some kind of secret of Android 13 on Samsung?

Or maybe Offline Maps just doesn't ask for that many permissions?

I wanted to give it the "all the time" permission.

Why would you like OfflineMaps to use your GPS when you don't use it?
In fact, I find it suspect that Google Maps needs this permission, it means it can start silently at any time, get your precise location, and do whatever it want with it.
OfflineMaps will never do this.
