i would like to ask if i could covert the DEM file .AQE to another extension . and what kind of GIS programs that could deal with it.

I'm afraid there is no such tool.
However the data mainly comes from the NASA SRTM dataset, which is freely available in common format like HGT, for use in any GIS app.
