Here it looks like "Create" is
going to act on California.
Therefore create should be at the bottom, with a bar (HTML <HR>) on top of it, and it should say "or Create new".

It's true that when the buttons are displayed vertically it's a bit less clear, but usually buttons are displayed like this:
In this case it's better.
Note that if "Create" is added in the list, it won't be visible at all when more than a few workspaces already exist.
I think it's because you've a very small screen...

Actually, even though the following plan will waste a few lines, but it will much be much more logical:
First, if Default, or California, are selected then the create button should be dimmed.
Now there needs to be a new radio button at the bottom called "new workspace". And when this radio button is selected, the delete button becomes dimmed, and the create button becomes bright.
Now you see the menu will finally make sense even to a 2-year-old.
