Yes, I waited for all the measurements to settle down. And it just is this way.

Absolutely! 
Yes you're right, the size of the circle does not take in to account the "display map resolution" setting, so it can be incorrectly sized if you use a map resolution other than 1:1.
It will be fixed in the next update, sorry about that.
