I think it's better to do the opposite – "When creating a fast waypoint, use the unsorted placemarks folder instead of the previous creation place (if possible)".

As I see the main idea of the fast waypoints is to create it fast not thinking where and how. In this case the unsorted placemarks folder is the best storage place.
I created many fast waypoints and after I had to find them in the waypoints list and folders because I did not know the path they were stored.
And in case all fast waypoints are saved in the the unsorted placemarks by default users may always find them because the are visible and available.
And those who disagree may change the value and save fast waypoints in the previous creation place.

In fact I don't know when the official release will be available, and there are chances I forget then, so for one time I have updated the user settings before.
