Has anyone used the program in windows or linux? or android x86?
I really like this program and got it for my phone years ago but would like to run it on linux or windows. I cannot find one on linux for offline download. There is kde marble. I can use that but have not figured out how to add goooogle sat maps on it for offline.
thoughts or suggestions

Yeah, unfortunately, Android emulators on PC (I've tested Bluestacks, Andy and MEmu) don't support GPS input. Or I messed something up, which is a possibility as well.

To use the GPS you must have a physical GPS chip...
This is not the case on common laptops.
