[closed] Make “Update data already stored” checkbox universally available

We all know the “Update data already stored” checkbox.
Well this checkbox should be universally available, i.e., even when not storing an area.
This should be a no-brainer for the Author to implement, as not only does he not need to compare timestamps of old tiles, he doesn't even have to worry about bulk download legalities, as the user is just using the same sweeping his finger around the map that got him the tiles in the first place.
And that is my point: allow the user to just use the same method he got the tiles in the first place, rather than forcing him to use "store area" or have to delete an entire layer to refresh a few tiles in it.
No he doesn't want to use that "store area" frame box. He just wants to follow his finger around the map, zooming in and out... exactly the same way he got the times in the first place.
Yes he likes and uses "store area," but some days he just wants to follow his finger.
