I enabled rotating the map with fingers, in Preferences.
Then I chose to save an area. The map snapped back to north. Then I rotated it with my fingers back 45°. Then I put in Northwest to Southeast coastline, in the rectangle. Then I pushed start.
Examining the results, it didn't save the slanted coastline. It just saved a larger rectangle, still with edges North South East and west... Orthogonal.
So it seems not to mislead users, you should not allow them to rotate the map after they've starting the rectangle selection.

The store area tool doesn't support map rotation, this is why it's reset when you open the tool.

Yes, but the user thinks it is just being playful. If it was serious then it would enforce it for the remainder of the selection session.
