The most interesting maps are already available under the name "USA Official USGS Maps", the National Hydrography Dataset layer is one of them. I've reduced the number of available maps because this map server is constantly changing and it's a pain to maintain more maps.
Right now I don't have time to add more maps, even though there are too much, I hope to be able in the future to add an automatic import of all maps available on a map server.
But right now you'll have to manually add them using custom maps.

which when pasted into https://www.openstreetmap.org/edit "custom
background" really gets tiles!
First I downloaded All-In-One Offline Maps.
Then I grepped for bbox and found some matches.
Then adjusted the line at the top of viewtopic.php?p=18166 to make it look like the above.
No, I don't know how to do it the right way, only this hacky way.
