Does map from the Philippines really only go to zoom 11?
Is this really how the map is supposed to look, or is there some misconfiguration?

Yes it goes until zoom 11.
If you keep on pressing the "+" button this is what you get, it seems it's the first time you use the app.

I noticed on https://www.geoportal.gov.ph/
there are tiles that go much higher than 11! E.g.,
