can I create two working directories but on different memories. One on the phone and the other on the memory card.

Yes you can with a workspace,
Create a new workspace, and instead of entering a name, type a full path to a folder on your SD card, where the app has write access.

In android 11, is it possible to have any other directory writable except /android/data?

Yes Android 11 is almost like before. Only access to "/android/data" is now completely forbidden.
Simply allow the application to access your files, then you'll be able to save your placemark on your SD card. Note that the SD card is much more slow to read/write than the internal memory.
