With my tests with an mbtiles overlay layer, AlpineQuest automatically up/downscales layers by up to 2 zoom-levels.
This is a great feature, but it seems to happen only outside the zoom range. E.g. if I have a file with zoom 14 and 16, I will get 12 13 17 18 "for free" but 15 will be missing.
I can provide files exhibiting the issue if the explanation is unclear.

The application won't add a "fake" level if only one OSM zoom ID is missing, it will stick to the map levels definition (when pressing the "+" zoom button, a scale jump of 2 zoom levels is acceptable).
If you'd have zooms 14 and 17 in your maps, then zoom 15 would be added.
