Online help on this settings says "Number of additional times the “+” zoom button can be pressed after reaching the last level of details of the current map, virtually increasing even more the zoom. " The numbers are both set to zero but over/underscaling is still possible.

I've checked and yes actually it cannot be disabled like this.
I'll make sure it's working fine in the next update.

From version 2.2.8d you can use those user settings that do work for any map:
