I am looking to convert IGN 1/25000 Topo to .qcr (I think) for use with AlpineQuest. I tried MOBAC but I think I understood that it is impossible.

You can have a look at MAPC2MAPC can convert a lot of formats and create maps for use in AlpineQuest.
