Files must have an .AQX extention and be placed in the “[application folder]/cache/custom-maps/” folder.

You know it takes a lot of work to find, and then finally place the file into that folder using a cell phone.

Therefore the app should provide an additional button that asks where to read the file from.
Then the user could click "Downloads"... etc. when asked.

It should be good, but a lot of work for an almost non used feature. This is reserved for advanced users, who can locate this folder easily.
Unfortunately there is no file chooser available in Android which would make it much easier to do...
